Cheng Guoqiang
Cheng Guoqiang has a PhD in agricultural economics and is a professor (the second level of the four-tier professorship) at Renmin University of China and a chair professor at Tongji University. He has served as the former secretary-general of the Academic Committee of the Development Research Center of the State Council, and the former director of the International Cooperation Bureau of the Development Research Center of the State Council.
Cheng is a winner of the National Science Fund for Distinguished Young Scholars and recipient of the Special Government Allowances of the State Council. He is a leading talent of the National High-level Personnel Special Support Program ("Ten Thousand Talents Program") in philosophy and social sciences, as well as culture. Cheng is also a member of the Rural Revitalization Expert Advisory Committee of the Central Leading Group for Rural Work and of the Ministry of Agriculture and Rural Affairs. He is a member of the Expert Advisory Committee on National Food Security Policy, vice-president of the Chinese Association of Agricultural Economics, vice-president of the Chinese Society for Grain Economics, chief expert of the Chinese Cereals and Oils Association, executive councilor of the China Society for WTO Studies, and executive councilor of the Chinese-African People's Friendship Association. From 1997 to 2001, he participated in negotiations on China's accession to the World Trade Organization and served as head of the Agricultural Negotiation Group. From 1999 to 2009, he participated in document drafting of the Central Rural Work Conference and the No.1 Central Document (usually concerning rural affairs) for 11 consecutive years. Cheng has published seven monographs and more than 200 papers in domestic and foreign journals, including Economic Research and Management World. He has authored more than 130 policy research reports, with more than 80 of them having been commented by the State Council. Cheng's research results have won second prize in the National Award for Science and Technology Progress, second prize in the Provincial and Ministerial Award for Science and Technology Progress, first prize in the Provincial Outstanding Achievements in Philosophy and Social Sciences, second prize in the China Development Award, the Xue Muqiao Price Research Award, and the Outstanding Project Achievement Award and the Outstanding Paper Award granted by the Development Research Center of the State Council.
