Chen Ying

Chen Ying is vice president and secretary-general and deputy Party secretary of Chinese Institute of Electronics (CIE), and a member of the 10th China Association for Science and Technology. He served as deputy director-general of the Department of Information and Software Service at the Ministry of Industry and Information Technology, secretary of the Party Leadership Group and director-general of Yunnan Communications Administration, as well ad the secretary of the Party Leadership Group and director-general of Guangxi Communications Administration.

Throughout his career,, Chen has been actively involved in the management, policy-making and industrial planning of the software and information service industry and communications industry within the Ministry of Industry and Information Technology. He was involved in the formulation of the 12th Five-Year and 13th Five-Year Plans for China's software and information technology service industry, and has been committed to promoting the rapid development of this industry in terms of industrial scale, technological innovation, and application levels.
