The "Dialogue on Technological Civilization and Co-Building Happiness" Sub-forum of the 2025 Greater Bay Area Science Forum was held in Macao on the afternoon of November 4. This sub-forum was hosted by the Secretariat of the Greater Bay Area Science Forum and the Secretariat of the Alliance of National and International Science Organizations for the Belt and Road Regions, undertaken by the the ANSO Alliance of National and International Innovative Enterprises for the Belt and Road Regions, and co-organized by the Macau Chinese Chamber of Commerce, the Silk Road Dialogue Committee, and the China International Chamber of Commerce for the Private Sector.

Centering on the theme of "Digital-Intelligent Bay Area ·Co-Building Happiness", the forum is rooted in the Greater Bay Area and oriented towards the global community. It takes science and technology as a bridge, civilization as the soul, and happiness as the ultimate goal to build an open cooperation mechanism that transcends disciplines, industries, and cultures. This mechanism promotes the in-depth integration of "scientific and technological innovation" and "humanistic spirit" in the Bay Area, creates a global ideological source and practical highland for "Technological Civilization and Co-Building Happiness ", and gathers global consensus and actions for technology for good and the happy governance of cities.

The forum brought together experts, scholars, government representatives, representatives of international organizations, and entrepreneurs from the political, industrial, academic, research, and application sectors. They conducted multi-dimensional and in-depth dialogues and exchanges to jointly explore the future direction of the development of scientific and technological civilization and the joint construction of human happiness, injecting new impetus into the Greater Bay Area and even the world to explore a new path for the integrated development of science and technology and a happy life.

Speech by Bai Chunli

Bai Chunli, Chairman of the Greater Bay Area Science Forum and Founding Chairman of the Alliance of National and International Science Organizations for the Belt and Road Regions, stated that currently, cutting-edge technologies such as artificial intelligence and big data are propelling humanity toward a future full of possibilities and challenges. How to guide the development of scientific and technological civilization to serve humanity's universal pursuit of a happy life has become an era-defining question for the Guangdong-Hong Kong-Macau Greater Bay Area and even the world. He pointed out that: Scientific and technological development should be "people-centered" to enhance new-quality productive forces; Scientific and technological innovation should take "civilization" as its rudder, adhering to ethical bottom lines while pursuing technological limits; It is necessary to serve national strategies, assume the mission of the times, and build a "model room" for China's modern urban construction; With the "Bay Area" as a testbed and the "Belt and Road Initiative" as a bridge, we should jointly build a community with a shared future for mankind.

Speech by Oleg Zolotokrylin

Oleg Zolotokrylin, Special Representative of St. Petersburg State University of Economics (Russia) in China and ASEAN Countries, mentioned that the dialogue on scientific and technological civilization and joint construction of happiness serves as a "warm bridge" connecting technology with people's hearts, providing important support for cross-border exchanges in scientific and technological civilization. There is broad space for Eurasian cooperation in humanities and digital economy. He expressed willingness to take the connection of education, industry and rules as a link to participate in the initiative of "Digital-Intelligent Bay Area · Co-Building Happiness", so as to make urban life more warm and people's lives more happy. Scientific and technological innovation cooperation is an important part of Russia-China relations, and he looks forward to the two sides strengthening cooperation under the framework of the "Belt and Road" to jointly promote regional sustainable development.

Speech by Xie Wei

Xie Wei, Deputy Secretary-General of the Guangzhou Municipal Government, Deputy Secretary of the Party Working Committee and Deputy Director of the Administrative Committee of the Nansha Development Zone, pointed out that Macao, as a "pioneer in science and technology" and a "paradise for happiness", and Nansha, which carries the vision of "civilization" and "happiness", form a twin-city resonance. Together, they are writing an era-defining answer to how science and technology empower a better life. He highlighted that in recent years, guided by the Nansha Plan as a strategic driver, Nansha has focused on innovation-driven scientific and technological development and built a three-dimensional development system covering "hard strength in scientific and technological innovation, new vitality in industries, and happiness in life". Deputy Secretary-General Xie Wei also mentioned that the opening ceremony of the 2025 Greater Bay Area Science Forum will be held in Nansha, Guangzhou on December 7. He sincerely invited global talents to gather in the "Heart of the Greater Bay Area", experience the innovative pulse and livable charm of this future city, and share the opportunities and development dividends of the era.

Release of the Initiative on "Digital-Intelligent Bay Area · Co-Building Happiness"

Witnessed by all attendees, Cui Yiting, Vice Chairman and Secretary-General of the ANSO Alliance of National and International Innovative Enterprises for the Belt and Road Regions and Founder of the Silk Road Dialogue, released the Initiative on "Digital-Intelligent Bay Area · Co-Building Happiness". The initiative proposes to take science and technology as a bridge, civilization as the soul, and happiness as the goal; to turn "algorithms into goodwill and data into services, and endow intelligence with humanistic warmth"; and to take the Bay Area as a model to build a "happy community for digital and intelligent cities", thus forming a replicable, evaluable and promotable Chinese solution and a global shared path.

International Cooperation Signing Ceremony

An international cooperation signing ceremony was held during the meeting. Three groups of signing entities carried out cooperation focusing on projects, cities, and scenarios, and signed strategic cooperation agreements respectively in the fields of smart cities, smart healthcare going global, and new energy & energy storage. They will connect policy sandboxes, public procurement, and standard co-construction mechanisms, develop model projects and reusable lists, and jointly advance an "evaluable, replicable, and promotable" happy technology model.

Launch of the "HAPPINESS LINE" Public Welfare Program

At this dialogue meeting, the Public Welfare Program "HAPPINESS LINE" was launched. "HAPPINESS LINE" is not only a project, but also a commitment and a form of companionship. Through the "Digital and Intelligent Bay Area In-depth Dive Program" and the "HAPPINESS LINE Public Welfare Class", it will bring scientific and technological resources to places that truly need them, accompany enterprises to expand into a broader world, and help every young person with dreams move forward more steadily and further.

Dialogue on Technological Civilization and Co-Building Happiness

This dialogue was hosted by Mr. Li Mingxing, Member of the China Economic and Social Council, Honorary President of the China United Nations Procurement Promotion Association, Director of the World Trade Centers Association, and President of the Asia-Pacific World Trade Business Alliance. The guest speakers included: Mr. Wang Jian: Legislative Expert of the United Nations Commission on International Trade Law , Director of the Expert Committee of the APEC Electronic Commerce Business Alliance, and Member of the Expert Advisory Committee of the Ministry of Commerce of the People's Republic of China; Mr. Li Chaochen: Former Chairman of the China Intelligent Transportation Systems Association, Former Director of the General Office of the Ministry of Science and Technology, Former Director of the Department of Policies and Regulations of the Ministry of Science and Technology, and Former Minister-Counselor for Science and Technology at the Chinese Embassies in the United States and the United Kingdom; Mr. Oleg Zolotokrylin: Special Representative of St. Petersburg State University of Economics (Russia) in China and ASEAN Countries;Mr. Cao Bairui: Outstanding Enterprise R epresentative and Chairman of Zhaoqian Group; Mr. Gao Yu: Postdoctoral Fellow in Global Energy Governance at the School of Public Policy and Management of Tsinghua University. The guests of the "Dialogue on Technological Civilization and Co-Building Happiness" discussed two major topics. The first was "Global Leap of Scientific and Technological Civilization and Joint Value Construction for Human Happiness", and the second was "Mission and Responsibility in the Global Changing Situation and Strategic Transformation in the Era of Science and Technology". Experts and scholars from politics, industry, academia, research and application fields participated in the joint dialogue, focusing on topics such as responsible innovation, digital public infrastructure, cross-border rule coordination, and young talent cultivation.

The guests of the "Dialogue on Technological Civilization and Co-Building Happiness" discussed two major topics. The first was "Global Leap of Scientific and Technological Civilization and Joint Value Construction for Human Happiness", and the second was "Mission and Responsibility in the Global Changing Situation and Strategic Transformation in the Era of Science and Technology". Experts and scholars from the political, industrial, academic, research and application sectors engaged in a joint dialogue, focusing on issues such as responsible innovation, digital public infrastructure, cross-border rule coordination and young talent cultivation.

This forum is an important practice for the Guangdong-Hong Kong-Macau Greater Bay Area to build a world-influential science and technology innovation center, and also a vivid embodiment of actively participating in global science and technology governance and promoting the building of a community with a shared future for mankind. All parties attending the meeting agreed that the core of scientific and technological civilization lies in realizing the common progress of humans and society, which requires gathering consensus through continuous dialogue and promoting implementation through practical cooperation. In the future, efforts will be made to further strengthen coordination with international organizations, build an open and inclusive innovation ecosystem, take the construction of the "Digital and Intelligent Bay Area" as the driving force, promote the accurate connection between scientific and technological resources and people's livelihood needs, and ensure that innovation achievements better benefit the people of all countries.
