Guangzhou commits to increased financial support for tech innovation

Guangzhou, capital of South China's Guangdong province, has announced its commitment to gradually increasing the share of government spending on science and technology in the budget as part of efforts to promote technological innovation.

The announcement was made at the opening ceremony of the Greater Bay Area Science Forum 2025 on Dec 7, with the city saying it aims to utilize social capital to invest in "early-stage, small, long-term and hard technology" by reforming fiscal funding policies and establishing the Guangzhou Science and Technology Innovation Fund.

Guangzhou has consistently strengthened its innovation system in recent years, enhanced policy support, and strengthened its competitive advantages. Efforts have been made to facilitate technology transfer, translate research achievements into practical applications, promote integration between technology and industry, and optimize funding and talent systems, resulting in the steady strengthening of overall technological innovation capabilities.

Guangzhou is aligned with the national strategy to build an international innovation center, supporting projects such as the Guangzhou Laboratory, the Human Cell Lineage Atlas Facility, and the Cold Seep Ecosystem, and issuing policies, including the Implementation Opinions on Accelerating the Cultivation and Development of Future Industries.

The city is also enhancing the allocation of financial and talent resources and collaborating with the National Natural Science Foundation of China to establish the first regional innovation development joint fund in a provincial capital.

For the 15th Five-Year Plan (2026-30), Guangzhou is committed to utilizing technological innovation to drive high-quality urban development, systematically integrating resources, and steadily increasing government investment in technological advancement, demonstrating a long-term commitment to supporting technological innovation.
